What is a rising sign?

Also called the ascendant. It is the zodiac sign that was climbing over the eastern horizon at your birth, seen from your birthplace. It sets the first house of your chart and therefore the arrangement of every other house, which is why it matters far more than its reputation as 'the mask' suggests.

Do I really need my exact birth time?

Yes. The ascendant changes sign roughly every two hours, so even a thirty-minute error can be the difference between two completely different readings. If you do not know your time, birth certificates in most countries record it — that is the reliable source.

Why does my birthplace matter for the rising sign?

Because the horizon is local. The calculation uses your latitude and the sidereal time at your longitude, so two people born at the same instant in Oslo and Nairobi have different ascendants. Sun and moon signs do not work this way, which is why they can be found from a date alone.

What house system does this use?

Equal houses measured from the ascendant. Quadrant systems such as Placidus distort badly at high latitudes and can produce houses of wildly unequal size; equal houses stay well-behaved everywhere.
